Animal Complaints Animal complaints may be valid if animals are being kept in a manner which creates a public health nuisance. A public health nuisance is created if waste from an animal is producing an offensive odor which can be detected on a neighboring property, or if apparent stream pollution is occurring as the result of animal waste. The odors produced by farm animals in an agricultural area would not normally be considered offensive. Water pollution could occur either as the result of storm water runoff carrying animal waste into a stream, or from animal wastes deposited directly into a stream. The Health District does not investigate animal cruelty complaints. If animals are being kept in a manner which may be harmful to the animals, contact the Clermont County Humane Society at (513)732-8854. The Health District does not regulate the number or kinds of animals being kept. The number, and kinds of animals being kept on a property may be regulated by the township. Animals that have been killed as the result of road accidents are not regulated, and the Health District does not require disposal of those animals. However, the improper disposal of animal carcasses may be in violation of Public Health Nuisance Regulation 2-93, Section 6, and of State law.
