When refinancing or selling a residential property, a homeowner may request that the Clermont County General Health District inspect the household sewage disposal system (HSDS). A Homeowner Request Form must be completed by the homeowner and the fee paid prior to the inspection. The purpose of the inspection is to determine whether the HSDS is operating properly and not creating a public health nuisance. A written report from the Health District will be provided. This report will state the results of the inspection and may include recommendations.
It is important that the homeowner furnish all of the requested information. The Health District sanitarian will use this information in their inspection of the sewage system.
If there has been a delay on the real estate closing, and the lending institution requires the loan inspection to be dated/conducted within the past 30 days, for a prepaid reinspection fee, a Health District sanitarian will reinspect and update the report, provided the original inspection was done within the previous 180 days and requested by the same owner.
If the real estate loan inspection is disapproved and minor corrective action is completed (removal of bleeder line, addition of risers, etc.), a prepaid reinspection fee is required prior to reinspection and another report being issued. If the corrective action is major (additional leach lines, curtain drain, etc.), the property owner is required to take out an application to repair or replace the sewage system and pay the application fee.
All requests for real estate loan inspections should be made at least two weeks in advance of the date the report is needed.
Note: Ground cover (i.e., snow or ice), may delay inspection of certain systems.
