Garbage must be disposed of once a week, and must be placed in proper waste containers, i.e. garbage cans or dumpsters. Garbage must not be allowed to remain exposed on the premises longer than reasonably necessary to deposit it in proper waste containers. Garbage must not be kept in a manner which creates an odor, or attracts vermin.
Garbage and trash may not be burned or buried on any property except at a licensed solid waste facility. Other types of solid waste may be burned or buried only as authorized under the Ohio Administrative Code. See “Air Pollution Complaints” for information about burning land-clearing waste, and other waste.
Scrap tires are a type of solid waste which is regulated by Clermont County Public Health, and by the Ohio EPA. Scrap tires should be emptied of water, and stored so water doesn’t accumulate in them, or disposed of properly. If more than 100 scrap tires are present, then additional state regulations may be applicable, and removal may be required.
A yard may be untidy and unsightly, yet not create a health nuisance issue. Public Health doesn’t require the removal of brush piles, fallen trees, and other yard waste generated on the premises, for example. Concerns about junk cars, discarded furniture, old appliances, and other items creating an aesthetic issue should be directed to a township zoning inspector, or city administrator.
If garbage, or other solid waste generated off-site has been deposited on a property not authorized to accept that type of waste, then illegal dumping may have occurred (See “Illegal Dumping Complaints”).
Litter is not regulated by the Clermont County Public Health, and Public Health does not enforce local litter laws.
See Solid and Infectious Waste Program, and Vector-borne Disease Control for more information.
